What Extra Low Voltage actually means

Extra Low Voltage, universally shortened to ELV, is the category of building systems that carry signal rather than mains power. In a Malaysian high-rise that is the security and communications layer: what watches, what controls entry, what lets a resident speak to the gate, and the network underneath all of it.

The term is a trade category rather than a marketing one, which is why buildings meet it in tender documents and rarely anywhere else. Occhio Tec is an ELV contractor. The company was established in 2010.

Each of those layers is described on the services register, where each carries its own reference code. Two have a page of their own: video intercom and service and maintenance.

The infrastructure they all share

Every layer in that table depends on three things it does not own: the cabling, the risers and containment it runs in, and the power that keeps it alive. In a tower those are shared, physically, in the same vertical shafts.

This is the fact that makes ELV different from most building services. A chiller and a lift do not share a cable tray. A camera, a door controller and an intercom riser very often do — and when a contractor works in that riser for one system, they are working alongside the others.

What goes wrong when the layers are split

Buildings rarely set out to have four security contractors. They arrive there one procurement at a time: the developer's contractor for the original installation, a cheaper firm for the CCTV upgrade, a specialist for the barrier gates, someone else for the intercom because the original firm no longer stocks the parts.

Each of them is responsible for their own equipment, and each of them is right. The failure mode is the fault that lives in the shared layer: the card reader that works but does not release the barrier, the camera that drops off the network whenever the intercom system is busy, the riser damaged during someone else's cable pull. Every contractor can demonstrate their own equipment is fine, and the building is left holding a fault with no owner and a bill for each attendance that established nothing.

What integration actually buys

  • One party owns the fault. This is the whole argument. Not convenience — accountability.
  • One survey covers everything. The as-found record is of the building, not of one system inside it.
  • Work in the riser happens once. Cabling, containment and making good are done for all layers together rather than four times.
  • The control room is designed as one position, rather than three screens from three vendors that a guard has to watch simultaneously.
  • Documentation is coherent. One set of drawings, one credential register, one service history.

The counter-argument, answered honestly

Single-supplier arrangements carry a real risk: the building becomes dependent, and dependence weakens its position at renewal. A committee is right to raise it, and the answer is not to deny it but to design it out.

  1. The building holds the credentials. Administrative access is the building's, not the contractor's, and that is written into the agreement.
  2. The documentation is the building's property and is handed over current, so a successor can price from a record.
  3. Prefer non-proprietary where the choice exists. Standards-based cabling and open protocols keep the next tender open.
  4. Term and exit are stated. A defined notice period and a defined handover are what make the arrangement voluntary rather than sticky.

A contractor unwilling to write those four things down is asking for dependence rather than a relationship, and that is a reasonable basis for choosing somebody else.

Why a manufacturer's appointment matters

An appointment from a manufacturer is a statement by that manufacturer that a contractor has met its requirements to design and install its equipment. It is not a promise of anything, and it should not be read as one, but it is checkable and it is not self-issued.

Occhio Tec's appointments are published with their years: MicroEngine appointed it an Authorised System Installer in 2014; Panasonic Malaysia upgraded it to Authorised Strategic Partner for ELV works in 2015; Astro offered Authorised Reseller status for IPTV and broadband in 2016. In 2015 Panasonic gave a global Best Seller Award for video intercom in the apartment market, presented by the Director of AVC Network, Mr Minami. Where a supply relationship is only that — a supply relationship — it is listed as a supply partner and nothing stronger.

Where this leads

Consolidating does not mean replacing everything at once. It usually begins with one contractor taking on the maintenance of what already exists across every layer, and the replacement programme following the equipment's own lifecycle rather than a contract date.

The starting point is the same as everywhere else on this site: a site survey establishing what is installed, in every layer, and what condition it is in.
