High-rise buildings in Mont Kiara, Bangsar and KLCC share a particular shape of problem: many units, several entrances, a service riser that everything depends on, and a committee that changes every year or two. What these buildings have in common

Several hundred units. More than one pedestrian entrance. Basement parking over two or three levels. A service riser that every low-voltage system in the building depends on. And a management committee whose members are volunteers with day jobs, serving a term or two before handing on.

Each of those has a direct consequence for the security systems, and together they are why a solution designed for a shophouse does not scale into a tower merely by adding cameras.

The riser decides most of it

The vertical service shaft is the single most important constraint in a high-rise ELV upgrade, and it is the one a committee never sees. What is already in it — the type of cable, how much spare capacity exists, whether containment was installed with any allowance for future work — determines whether an upgrade is a device swap or a construction project.

It is also why quotations vary so widely for what looks like the same job. A contractor who has opened the riser is pricing what is there. One who has not is pricing an assumption, and the difference arrives later as a variation.

Multiple entrances and vehicle access

A tower with a main lobby, a car park lobby and a service entrance has three access control problems with different rules, three intercom paths, and usually three separate cable routes. Vehicle access adds a fourth: barriers and readers that have to work in weather, at speed, and for residents who will not accept stopping twice.

  • Visitor management differs by entrance and is where most systems are weakest.
  • Contractor and delivery access is the route most often left uncontrolled.
  • A service entrance with a propped door defeats every other layer in the building.
  • Vehicle plate identification is a coverage and lighting problem before it is a camera problem.

Basement parking is the hardest problem in the building

Low ceilings, columns every few metres, mixed artificial light, vehicle headlights and long sight lines that are almost never straight. Basement car parks defeat more CCTV designs than any other area of a high-rise, and they are where the consequences of a gap are hardest for a committee to explain afterwards.

The design question is the one from the scope of works: state whether the requirement is to observe that something happened or to identify who or what did it. They are different camera counts, different positions and different budgets, and a scope that does not say which will get whichever is cheaper to quote.

What separates one tower from another

Build era matters more than district. A tower completed twenty years ago was cabled for analogue CCTV and audio-only intercom, and its riser reflects that. One completed recently was cabled for a network and has capacity to spare. Both may be well-run buildings in the same neighbourhood, and they need very different work to reach the same standard.

Where an older tower usually needs attention is the same short list: cabling at or past its service life, an intercom whose unit stations are no longer made, recording capacity that has not kept up with the resolution added to it, and coverage that was designed before the car park filled up.

The twenty-nine buildings

Occhio Tec publishes the buildings it has worked in — twenty-nine of them, concentrated in Mont Kiara, Bangsar and KLCC. The grouping below is ours, for reading; the register itself is one list, and it records nothing against any building beyond its name.

The register records nothing else, and that is deliberate. It carries no system, no date, no scope and no value against any building, because those belong to the buildings and their management committees. What it is useful for is recognition: if a tower of similar age, height and layout is on the list, the questions your building is about to ask are the questions these guides already work through.

Committees change; the building does not

A management committee typically serves a term or two. The building outlives every one of them, and so does its cabling. The practical consequence is that the most valuable thing a committee can leave behind is not a new system but a record: what is installed, what condition it is in, what was done and when, and who holds the administrative credentials.

A building that keeps that record is in a stronger position when it asks for prices, because the next set of contractors is pricing from evidence rather than from a walk-round. Buildings that do not, repeat the survey every few years and pay for it each time.

The hardest version of that handover is the first one, when a building passes from the developer to a joint management body and the systems arrive with whatever documentation happens to come with them — see what a JMB inherits from the developer’s contractor.

Buildings not on the list

A building that is not on the register is treated exactly the same way: a survey, an as-found record, a scope built from what is there. The list is a record of where work has been done, not a limit on where it can be.

Where this leads

Nothing above can be turned into a price without seeing the building — specifically, without opening the riser and walking the basement. That is what a site survey is for, and it is the same first step whether the building is on the register or not.
